Software navigates complex legislation

Australian export case study

Australian global software company RuleBurst - which last year won a sub-contract to work on a pilot project for the US Internal Revenue Service - has been re-branded Hayley Limited after acquiring US-based Haley Systems.

Following the acquisition, Hayley is the fourth-largest company in the worldwide market for business rules management systems (BRMS), according to industry research firm IDC. 


CEO Dominic O’Hanlon said that the Australia-United States Free Trade Agreement (AUSFTA) has positioned Haley for success with American clients.


haley_main“National treatment provisions under AUSFTA concerning Australian content make Australian companies more attractive as subcontractors,” Mr O'Hanlon said.


“The free trade agreement, and the accompanying related improvements in perception, are helping us build partnerships on government projects.” 


Mr O’Hanlon said that the Austrade Selling to Government team, based in Washington, had introduced him to key contacts when the company was tendering for this work.


“They provided sound advice and helped us maximise our chances of winning the contract.”


Haley provides software solutions for the administration of complex business rules and governance, risk and compliance management. 


Already active in the Asia-Pacific, UK and European markets, the company’s newly expanded presence in North America further enhances its position as one of the fastest-growing business rules vendor in the world.


Mr O’Hanlon said that Haley software helps people navigate complex rules, often embedded in legislation, to make it easier and faster to make decisions about matters such as a customer’s entitlements, or compliance issues.


“Haley makes it easier for non-technical people to write and execute business rules in complex legislative environments such as government agencies and large companies,” Mr. O’Hanlon said.


“Using RuleBurst’s software, a person who understands social security legislation can write business rules capable of automatically determining a citizen’s entitlement to a benefit.  And that person writing the rules does not need to be a technical expert or a computer programmer.” 


In government and public administration, Haley software makes it possible for staff to make decisions in accordance with legislation or policy, and to do so accurately.


Transparent decision-making logic tied directly to source legislation and iron-clad audit trails can drastically reduce appeals against decisions.


In the private sector, Haley software enables businesses to take control of their internal processes in compliance, risk-management, staff utilisation and process efficiency. 


The company maintains strong global partnerships with major vendors including SAP, Microsoft, IBM, Oracle, Adobe and Lagan.  Its software is used by Global 1000 finance, insurance and technology companies as well as major governmental bodies.
