Compliance Monitoring Agency

Austrade works with a provider who acts as the Compliance Monitoring Agency (CMA) for the ADS scheme. As of 1 July 2016, CMA services are provided by Ernst & Young.

Compliance Monitoring Officers (CMO) are responsible for conducting a variety of checks to ensure that ITOs and tour guides are complying with the requirements of the ADS Code of Business Standards and Ethics.

A summary of the type of checks conducted is provided below:

Inbound Tour Operators

Check Type Description

Compliance Readiness Check

A CRC is conducted on all ITOs who have recently joined the scheme or returned after a period of suspension. This check determines whether the ITO is ready and able to conduct ADS tours in accordance with the Code.

Compliance Maintenance Check

A CMC is conducted on all active ITOs, to ensure that they are systematically implementing business practices and procedures that result in ADS tours which comply with the Code.

Intercept Check

An IC is an interception of an ADS tour while it is being conducted at the location specified on the itinerary submitted to Austrade. It will report on whether, at the point of interception, the ADS tour is being conducted in accordance with the Code.

Extended Intercept Check

An EIC is an additional interception of an ADS tour, on the same day as the previous interception. The purpose of the EIC is to ensure that the ADS tour continues to comply with the requirements of the Code throughout the day as indicated in the itinerary submitted to Austrade.

Operational Check

An OC is a check to discuss a particular issue with an ITO, which may have been brought to the attention of Austrade and requires further investigation.

Financial and Business Assessment Check

An FBAC is an examination of a specific ADS tour itinerary and an ITOs general business practices, to ensure compliance with the Code. The FBAC will provide a report to Austrade on the financial viability and business practices of the ITO. It will be conducted by a CMO with relevant financial credentials.

Continued Compliance Check

A CCC is conducted on all non-active ITOs within the scheme, and will examine whether a non-active ITO continues to meet the relevant requirements under the Code.

Mystery Shopper Operation

A Mystery Shopper Operation involves a Chinese national purchasing an ADS tour from an Outbound Tour Operator in China. The mystery shopper will travel with the group as a normal tour group member, record their experiences on the tour and provide Austrade with a report on key findings.

Check Type Description

Intercept Check

An IC is an interception of an ADS tour while it is being conducted at the location specified on the itinerary submitted to Austrade. It will report on whether, at the point of interception, the ADS tour is being conducted in accordance with the Code.

Identifying a Compliance Monitoring Officer

A Compliance Monitoring Office will always identify themselves by:

  • Only corresponding with you from this email address – ADS.PMO@au.ey.com
  • Presenting a CMO identification card issued by Austrade
