Mongolia is a WTO member since 1997. Imports and exports activities are
subject to Customs Law 2008.
Tariffs and duty rates are constantly revised and are subject to change
without notice. Austrade strongly recommends you reconfirm these prior to
selling to Market.

Tariffs and non-tariff barriers
Tariffs and duty rates are constantly revised and are subject to change
without notice. Austrade strongly recommends you reconfirm these prior to
selling to Mongolia.
A flat customs tariff of 5 per cent applies for the most of the goods imported into
Mongolia, while some others are subject to seasonal duties. Tariff and Tax
and the Law on Value-Added Tax, equipment, parts and spare parts to be used
for renewable energy manufacturing and its research studies are exempt from
customs tax and value-added tax. Heavy machinery and equipment purchased
and imported by entities investing in priority sectors, with foreign
sourced funds are exempt.
Export duties apply to certain exported goods such as waste iron, aluminum,
copper and brass.
VAT is imposed at the rate of 10 per cent on the supply of taxable goods and
services within the territory of Mongolia and on imports into Mongolia.
Non-tariff barriers
There are list of goods and products that are subject to special import
permits/licenses and/or approvals by the relevant government organizations,
please consult Customs regulations in detail before importing or exporting

Product certification, labelling and packaging
Special certificates
By the Law on Food of Mongolia, labels of imported food must be written in
Mongolian, Russian or English languages. Only a registered legal entity of
Mongolia is allowed to import food (not individuals). An Exporter needs to
conclude an agreement with a Mongolian importer that introduces quality
management and standards for agricultural, food and health. More
