The Philippines is increasingly viewed as an important source of minerals for the global energy transition. The country is the world’s second-largest producer of nickel, while copper and gold projects are attracting renewed investment as governments and industry seek secure and diversified supply chains. Significant reserves of nickel, copper, gold, chromite and cobalt provide a strong foundation for future growth.
Despite its mineral wealth, mining accounts for only around 1% of the Philippines’ gross domestic product. In 2025, the mining sector contributed approximately PHP208 billion to the Philippine economy through gross value added. The sector employs more than 200,000 people.
The Philippine Government has renewed its focus on developing a competitive and sustainable mining industry. The introduction of the Enhanced Fiscal Regime for Large-Scale Metallic Mining Act (Republic Act No. 12253) has simplified the fiscal framework for large-scale metallic mining, strengthened transparency and provided greater investment certainty.
There are also efforts underway to streamline permits under the Philippine Mining Act and align mining policies with broader economic and clean energy strategies.
These reforms aim to encourage responsible investment while ensuring mining delivers long-term economic, environmental and social benefits.
Momentum is becoming increasingly visible on the ground. Several long-delayed projects are progressing. The Silangan copper-gold project in Surigao del Norte, one of the Philippines’ largest new mine developments, is expected to commence commercial production in 2026.
Industry stakeholders also report growing confidence following recent policy reforms and stronger government support for the sector.
Together with expansions across the nickel and gold sectors, these developments are expected to increase demand for advanced mining technologies, operational expertise and sustainable mining solutions.
Some Philippine mining companies are also investing in renewable energy initiatives, including floating solar projects and other low-carbon technologies, as they work towards improving operational efficiency and achieving corporate sustainability targets.
